Congo Denounces EU's Rwanda Minerals Agreement as ‘Obvious Hypocrisy’

The DRC has described the European Union's continued minerals partnership with Rwanda as showing "evident contradiction" while enforcing much broader restrictions in response to the Ukraine conflict.

Diplomatic Firm Condemnation

Thérèse Kayikwamba Wagner, the African nation's foreign minister, urged the EU to impose far more severe sanctions against Rwanda, which has been charged with intensifying the violence in DRC's eastern territories.

"This shows clear hypocrisy – I strive to be constructive here – that makes us curious and concerned about comprehending why the EU repeatedly finds it difficult so much to enact sanctions," she stated.

Ceasefire Deal History

The DRC and Rwanda agreed to a conflict resolution in June, mediated by the America and Qatar, aiming to conclude the long-standing hostilities.

However, lethal incidents on non-combatants have endured and a time limit to achieve a final settlement was passed without success in August.

International Findings

Last year, a international assessment team found that up to 4,000 Rwandan troops were fighting alongside the M23 militant organization and that the Rwandan military was in "effective direction of M23 operations."

Rwanda has repeatedly rejected assisting M23 and asserts its forces act in self-defence.

Leadership Call

The DRC president, Félix Tshisekedi, recently appealed to his Rwandan counterpart, Paul Kagame, to stop supporting rebel forces in the DRC during a Brussels event featuring both leaders.

"This demands you to instruct the M23 troops supported by your country to halt this deterioration, which has already led to sufficient deaths," the president declared.

European Measures

The EU has enacted measures targeting 32 persons and two entities – a militant group and a Rwandan precious metals processor dealing in illegal supplies of the metal – for their participation in prolonging the conflict.

Despite these determinations of human rights abuses by the Rwandan army in the DRC, the European Commission has declined demands to cancel a 2024 mining agreement with Kigali.

Economic Implications

Wagner described the partnership with Rwanda as "lacking all legitimacy in a environment where it has been established that Rwanda has been diverting DRC minerals" obtained under harsh circumstances of coerced employment, affecting children.

The United States and numerous nations have expressed alarm about illegal trade in gold and tantalum in eastern Congo, obtained via coerced employment, then trafficked to Rwanda for international trade to finance militant factions.

Humanitarian Crisis

The conflict in Congo's east remains one of the world's worst human catastrophes, with over 7.8 million people relocated within country in the region and 28 million experiencing nutritional challenges, including 4 million at emergency levels, according to UN assessments.

Diplomatic Efforts

As the DRC's chief diplomat, Wagner signed the agreement with Rwanda at the US presidential residence in June, which also aims to give the United States expanded opportunity to Congolese natural resources.

She asserted that the US remains involved in the peace process and denied allegations that main concern was the DRC's extensive resource deposits.

International Collaboration

The Brussels chief, Ursula von der Leyen, inaugurated a conference by stating that the EU wanted "partnerships based on mutual benefits and acknowledging autonomy."

She featured the Lobito corridor – rail, road and water transport links – joining the mineral heartlands of the DRC and Zambia to Angola's western shoreline.

Wagner acknowledged that the EU and DRC had a firm groundwork in the Lobito project, but "a great deal has been diminished by the crisis in Congo's east."
