Difficulties Persist for Relief Supplies in Northern Gaza Despite Truce

While the access route from Egypt starts functioning soon, humanitarian organizations face major challenges distributing aid to the northern region, the area most severely affected by hunger, specialists report.

Transportation Problems

Primary highways are virtually blocked due to widespread damage across the conflict-affected area – or remain occupied by security personnel. Any transport that stops working is almost certainly immediately stripped.

The main entry point, the main entry point to the north, damaged by multiple years of war, has been inactive for many days, and authorities have informed humanitarian organizations in Gaza that there are no current intentions to activate the entry location, as stated by aid workers.

Devastation in Gaza City

The main city was the focus of a major Israeli offensive initiated in August that was still under way when the temporary truce was finalized recently.

Destruction in the northern area has been extensive, with whole settlements including local municipalities and Beit Hanoun in devastated as well as many of the surrounding regions of Gaza City.

"Any operation of a crossing into Gaza is beneficial, but we need to guarantee we can reach people where they are," stated a senior director from a relief agency.

Aid Circumstances

Observers said many of the roughly 300,000 people who have come back to the northern area from the densely populated southern area where they had been staying during the armed conflict were now "living" among the destruction of their homes, often without any housing and with scarce supplies or resources.

An official from an international organization said the devastation in Gaza City was "shocking".

"It is block after block, building after building ... there is extreme need for clean water. Conditions are severe. We must have each access route operational," the representative, who was in the northern city in recent days, added.

Restricted Access

A local director working from the northern city said the necessities in what used to be the area's active economic and cultural hub were "overwhelming".

"We see hope and hope but there needs to be rapid progress on the crossings. We didn't witness substantial progress on the situation yet," the official commented.

"We are still getting a insufficient volume of assistance [and] we are now commencing to comprehend the extent of damage. Numerous roads are completely covered in debris ... there is scarcely a building that is undamaged. We see destruction and live explosives throughout the area."

Current Progress

Recently, aid agencies said small quantities of necessary propane came into Gaza for the initial occasion in seven months, along with consignments of wheat, rice and produce. The new supplies sent commercial prices tumbling.

At a mid-region location, a local resident said there had been noticeable change since the peace agreement.

"Commercial areas are containing food, fresh goods, and fresh fruit, although the prices are continuing to be expensive and not affordable for the entire population," the individual commented.

Winter Requirements

"Our most important needs at present, specifically due to the approach of winter, are to have a shelter to shelter us from the cold and warm garments because the shops do not have sufficient clothing for us or, if they are available, they are extremely limited and extremely pricey."

Multiple UN-supported bakeries in central and southern Gaza have restarted operations since the truce.

Support Transport

Trucks were reported to have entered the border access point from Israel to Gaza during recent days, though exact numbers were unclear.

The nation's news organization reported that Wednesday's assistance transports would include food, medical supplies, petroleum products, propane and tools to fix essential services.

"Relief supplies continues to enter the Gaza Strip through the humanitarian corridor and additional routes after Israeli security inspection," an military representative said.

Allocation Complications

But tracking the volume of transports could be deceptive, advised an expert from a relief agency. "We need to know the contents of the transports and their loading status for it to be a truly significant measurement," the official added.

Business entities are transporting fleets of trucks containing sweets, soft drinks and treats, which have minimal health benefits, while urgent medical support for minors or others who have gone without sufficient nutrition for two years are unavailable.

Treatment Conditions

Throughout the main city, only a handful of healthcare facilities are operating, compared with 45 in July.

Various groups have millions of dollars of humanitarian goods stored in the region awaiting entry. An international organization supporting local residents across the region for many years has extended provisions of food for all residents ready to be transported.

"We possess the supplies, the equipment and the expertise ... we simply must have the entry," said a humanitarian staff member, recently returned from Gaza.

Diplomatic Factors

A proposed plan outlines that "full" assistance should be delivered to Gaza and be provided through international organizations and the Red Crescent, without interference from either military groups or national security.

This appears to exclude the disputed government-supported relief agency which began operations in spring, causing disorderly situations and multiple fatalities as large groups of people assembled around its aid locations.
